                              Command : TELEGRAM

 SYNTAX:
   [##:##] Command: telegram <CNUM/CNAME>[/<CNUM/CNAME>...]

The telegram command allows non-treaty communication to take place between
representatives. Currently you are given only 512 characters per telegram, so
telegrams encourage succinct diplomacy.

The <CNUM/CNAME> argument is either the number or name of a recipient nation.
You can send copies of a telegram to multiple nations by contatenating the
recipient nations' names or numbers together with slashes (like when you
specify a list of planes or ships). (The first recipient is free; additional
recipients may incur a small mailing charge. Use `version' to determine exact
costs.)

While entering your telegram the system tells you how many characters you have
left. You end the telegram by typing ^D on a line by itself. Also, you can
abort a telegram by entering a tilde (~) as the first character on a line.

Telegrams can also be used to translate location coordinates from one
country's coordinate system to another's. This is done by enclosing

                              Command : TELEGRAM

coordinates in curly braces. The recipient will see the location translated
into his own coordinate system.

For example:
   [##:##] Command: tel Groonland/UUCP/4

                              Command : TELEGRAM

Enter telegram for Groonland/UUCP/Sando...; end with ^D or .; ~ to abort
