New spies first appear with 10% efficiency, the country's current happiness
tech, and education levels, and an age of zero. At each update, the spy's age
increases by one, he is paid a salary and upkeep expense, efficiency is
increased, and his other factors are adjusted according to factors in his
environment. Efficiency increases fastest in capitols and forts; happiness
increases fastest in parks; tech increases fastest in tech centers; education
increases fastest in libraries.

Old spies undergo mandatory retirement when they reach a certain age (which
depends on the number etus per update -- use the `version' command to deter-
mine the exact retirement age). Upon reaching retirement, a spy receives a
pension of $1000 and is removed from service.

A spy dies if his efficiency drops below 5%.
