                              Concept : Bunkers

 Bunkers provide an additional level of military defense against bombing raids
and  sector  attacks.   You  construct and enlarge bunkers by using the harden
command on a sector or range of sectors.  A bunker's  size  is  equal  to  the
number of military it can contain, up to a maximum of 255.

When their sector is under bomb or shell attack, troops quickly head  for  the
bunkers,  filling them to capacity if necessary, leaving (hopefully) little or
no infantry to fend for themselves on the surface.  The  level  of  protection
offered by the bunker depends mainly on the type of attack.  Shelling or stra-
tegic bombing of the sector will weaken a bunker, but will not harm its  occu-
pants.   For  example,  if you have a 60 mil in a sector and a bunker that can
accomodate 50 of them, a 40% damage strike against the sector will  be  calcu-
lated  as  follows:   50  mil  take  shelter in the bunker, and will suffer no
casualties; the remaining 10 mil will suffer a 40% loss, leaving 6 mil outside
the  bunker,  which  gives  a  final total of 56 mil in the sector; the bunker
itself will then sustain 40% damage, reducing its maximum capacity to 30.  Had
the  bunker  not  been there at all, the total military losses would have been
24, and only 36 mil would have been left in the sector.

                              Concept : Bunkers

A pinpoint bombing raid directed against the military in the sector may  deva-
state  the  soldiers on the surface, but will do only collateral damage to the
sector and the bunker, and do no damage at all to its occupants.   A  pinpoint
raid  directed  at  a  bunker  can do substantial damage to the bunker and its
occupants, but only collateral damage to the sector and military on  the  sur-
face.

As a country increases its tech level, bunkers are  automatically  reinforced.
Each  bomb that scores a precision hit on a bunker multiplies the current dam-
age percentile by an additional factor equal to  50/(50+tech).   The  national
tech  factor is applied equally and automatically to all bunkers in that coun-
try; bunkers are not locked into the tech at which they are built.
