After getting the file ECH1.tar.Z by ftp in binary mode, then
                uncompress ECH1.tar.Z
                tar -xvf ECH.tar

This should produce the following files:
                macros.tex
                c1.tex
                il1
                il2
                il3
                il4.tex
                il5
                il6                

The tex files are plain old Latex files, with \bf for boldface, and so on.
c1 (which inputs macros) is Chapter 1 of
                 Elliptic Curve Handbook
The il files are an attempt to include figures on interleaf pages (and are 
not essential to follow the text of c1). Except for il4.tex, they are
short Maple programs which work on my 486 PC in Windows --- they produce 2D
plots which are then sent to the printer; il4.tex contains its Maple program
in commented lines, which you can extract and feed into Maple, then overprint
the Latex output on the plot output by feeding the sheet twice into the
printer. (There are also a couple of unimportant hand drawn sketches that
couldn't include which will show up as blank areas in the printout of c1.)

To reduce the bulk, I print on both sides of the paper (by feeding the
sheets into my HPIIIp twice).

The later chapters c2,... contain no figures and, it is hoped, will be
made available in the not too distant future, along with the front material
(Table of Contents,..) and back material (Bibliography and Index). 
Note: the pages in ci are numbered 100*i+1,... up to some number 
< 100*(i+1). Thus c1 has pages 101..166 when printed in 10pt on standard 
North American 8.5x11 inch paper; if you switch the % in the top lines of
macros to 12pt you get 78 pages.
