When you short out the neon transformer, you should see the current through
the primary rise to a certain limit and stop.  Since a neon sign is almost 
a direct short, the transformers have to be built to handle this condition.
From my quick calculations, you should get about 7 1/2 amps on a 15000 60ma
neon transformer.  There's always the trick of wiring the transformers in 
parallel too.

Perhaps you could try putting resistors on the secondary and watch the current.

I wish that I had an ammeter that went higher than 150 ma.
