I just looked there: the IF-archive is hidden under /doc/misc/if-archive.
When they started mirroring the IF-archive, someone decided (probably from 
my description of the contents of the archive) that this was the proper 
place for this kind of stuff. Later they added a symbolic link
/mirrors/if-archive --> /doc/misc/if-archive, and now seem to have forgotten 
to re-establish this link. I'll write Chris Myers a letter asking him to 
recreate the link.
