Check ftp.gmd.de:/if-archive/infocom/decoders (or its mirror site at
wuarchive.wustl.edu:/doc/misc/if-archive/infocom/decoders); there are two 
toolkits in C source form: toolkit.zip and zorkword.zip. If you have a C 
compiler, this might help you.
