Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Not that it's a bug, just an issue.  I think it needs to be in the
20.3 announcement (and probably the README) that xemacs now looks for
a .xemacs file first.  I just started b8 up, and couldn't figure out
why it was having a problem loading stuff.  If I hadn't been on the
beta mailing list, it might have taken a while to realize that I had a
.xemacs file that was getting loaded.
