(please, *somebody* tell me where in TFM I'm supposed to be R'ing ;)

I was giving Customize another try, and pretty much just playing around to
see what was Customize'able.  Got to Customize/Emacs/Environment/Frames/Balloon
Help.  Nice buffer.  Lots of little buttons to frob for faces, timeouts,
whether to chase the mouse, sound.. Neat. Keen.

But how the **#$@#! do you just turn it *ON*??

Top of the buffer looks like:

So how do you change the top-level "balloon help" to turn it on?

I hit a similar problem with another buffer - Editing/Mouse/Avoid.  I can't
tell if I want to change the tweaks till I've turned the damned thing ON
to see how the defaults work.

And yes, I know there's probably a nice little (setq some-hairy-variable t)
I can use to turn on balloons or Avoid - but dammit, if I'm using Customize,
that sort of implies I have better things to do than grovel through .el files
looking for the variable I want. ;)

And what the heck does 'Customize/Emacs/Environment/Hardware' *do*? ;)
