It depends whether you use gcc or not, usually.  Your vendor's cc
doesn't normally go poking in /usr/local.  gcc usually does,
especially if that's where you installed it.

Personally i'd find it less surprising/confusing to have XEmacs not
look in /usr/local unless I told it to...
