When I make untested changes, they typically about 50% likelihood of
working.

If getopt* hasn't changed since 20.2, the compilation environment must 
have changed.  How does 20.2 compile getopt*.c differently from 20.3-b3?

I have no objection to synching getopt* from FSF.
