  The toolbar weirdness that vm users see with 20.3-bx is also present
  with the regular toolbar.

  If you go under Options->Toolbar Appearance->Default Location and play
  with the locations, you'll see what I mean.  

  Top is the only one the seems to be working correctly.  Right shows up,
  but I still have a toolbar showing on top.  left & bottom don't seem to
  display.
