Not so in GNU Emacs.  Have you tried persuading RMS to preload cl.el?
I don't know about others, but I like the features it provide.  If it
were preloaded and its features documented in the manual, it would be
a push forward for Emacs Lisp.

Definitely.  It's complex code, that works flawlessly.  Noone would
ever /think/ of changing it, other than reimplementing it in
Python-embedded Java.
