I don't really care what is "right", I just want it to work
consistently.  Minibuffer-per-frame would probably make it consistent
from my view.

In general, this is not a major bug for me, just a minor annoyance
since I don't use multiple frames often.  I can see it being a big
problem if you use many frames, have a slow machine, and type-ahead a
lot. :-) Then you have to track down the actual frame where the
minibuffer was "started".
