I'm a whore when it comes to optimization patches so I had to try it
out.  It's backed out of the source now, and it neither caused any
problems while building the full elisp for beta4, nor did it speed
anything up.  It can definitely wait.

I'm also prepared to disable the #-, #+ reader macro change for
release, but the patch has been tested and checked out by Ben.  If
it becomes necessary in the future, it is much better to have it in
place than encourage use of something that further slows XEmacs down
(edebug/cl-read.el is a scary piece of code).
