I think we are heading the wrong, and very dangerous, direction with
this line of reasoning.

A novice XEmacs user doesn't want to be given chances to decide.  He
will probably want all the downloadable versions of XEmacs to be
usable, to a lesser or greater extent.  Emacs-Lisp mode and C mode are
the very minimum of usefulness.  Gnus, W3 and hyperbole are its
maximums.

We can also provide several choices, like core XEmacs (unusable),
mediocre XEmacs (a choice of good packages), and Sumo XEmacs (the
equivalent of the current tarball), but in my opinion this plethora of
possibilities will only cause further confusion among users.

If we aren't very careful with handling this, XEmacs will become
synonymous with user's *unfriendliness*.  Steve, think long and hard
before making long-term decisions.
