I can view it in VM, both 6.24 (XEmacs 20.1-b15) and 6.13 (XEmacs
19.14)??

With 19.14, I got (from stderr, in the xterm window):
      Corrupt JPEG data: 70 extraneous bytes before marker 0xdb

but no error on 20.1-b15.

Now, I am having a problem with the "Visit" toolbar button in VM, with
20.1-b15 and 6.24 -- I get the window with the list of folders to
visit, but clicking on them doesn't do anything.  (they get
highlighted when I pass over them with the pointer, but I can't bring
them up by clicking, as before).  Does anyone else see this second
problem?  (i.e. or is it my configuration?)
