I've started looking at t-mouse.el, which is for mouse support on a
Linux tty using the `gpm` (general purpose mouse) driver, and the
`mev` (mouse events) program. t-mouse.el works in GNU Emacs, giving
it text cursor control, region selection, scrollbars, and modeline
dragging.

I want to port it to XEmacs, but will need some time to do that; I've
never done anything like it before. Right now, I'm reading the
lispref Info.
