I advise you to join the 20.x testing/development.  It is certainly as
stable as 19.15, for example, and features are being added into it.
There will be very few patches for 19.15.  It will either work
flawlessly, or there will be a purely bugfix/patch 19.16, if a
show-stopper bug shows up.

Definitely.  First, it will need non-MULE beta testers.  Second,
you'll be able to work on the latest code (e.g. the packages, etc.).
Second, there's no reason *not* to use it.  20.1 compiled without MULE
(the default compilation) is said to be exactly as fast as 19.15.  The
new character data type is a big win IMHO -- no more annoying
`1 = C-a' in edebug. :-)

I used to be very uncomfortable about 20.x too, but after a time I saw
that most of the changes were actually good things.  Although MULE is
the biggest novelty in 20.0, let it not fool you -- XEmacs is still
XEmacs, and there is a lot more work that has nothing to do with MULE,
but still remains to be done.
