Ok, I'm back with mo' better news:

Running with NFS on a 110MHz SS5 with 64Mb RAM
standard xemacs-20.1-b9 performs as follows with
--error-checking=none

I left in --debug deliberately to separate the issues.

228 seconds for starting up news the first time, fetching the URL for
the first time (or is there a persistent file cache in W3?) and having
Gnus check my mail via

(setq gnus-demon-timestep 10)
(gnus-demon-add-handler 'gnus-demon-scan-news 1 1)

it took 228 seconds. That's not so bad by my lowly standards.

How I rebuilt:

I ran configure again in the xemacs-20.1-b9 directory.

Then I just ran
make
(without any arguments and without doing any flavour of `make *clean*' 
before that).

Should I also have run
make all-elcs
as well?
