Yeah, the report is still sitting in my open-problems box.

Obviously.  Do you have the slightest idea where it's from?  It sure
looks like terminal control stuff, probably generated by the rsh
connection (since a normal ftp client doesn't generate them).  What
ftp client exactly are you using?

You may generally want to do an M-x efs-report-bug which might come up
with other useful information.
