Xemacs built cleanly but there is a bug when trying to change the
toolbar location.
When the toolbar is moved to another location part of the toolbar
remains
at the top. When I move the toolbar back to the top it is usually OK
again but
not always. This is using a full size xemacs window. The problem is
worse when
I use a smaller sized xemacs window.

 ./configure --cflags='-bnoquiet -g' --compiler=xlc --const-is-losing=no
