Back in June, I proposed substituting a keymap for the callback in the
toolbar buttons.  The general consensus was that it was a good idea.

Now that I have a chance to actually work on this, I wanted to know
if people still think that this is a good idea?

Should it be a cold turkey change (drop callback add keymap) or should
there be some sort of transition?
