The most simple case of ange-ftp (efs) refuses to work for me in
20.1-b3:

`C-x C-f /hniksic@jagor:.emacs RET'

says:

"File not found and directory write-protected"

and puts me into a "hniksic@jagor:.emacs" buffer!  After a
`(require 'efs)', it works fine, but that's not the way I want to do
it.  One of the main features of ange-ftp was transparency of that
kind.  When one accessed a /user@host:path file, ange-ftp would get
loaded.  The current behaviour is IMHO broken.
