Hi all.

Please forgive my ignorance if this already exists, but it strikes me
that a global .emacs would be a very useful thing to have. I know it
is possible to have packages in the dumped XEmacs, but having a
file which a sysadmin can edit easily to have all users load certain
site-specific packages, would be a Good Thing. If this doesnt already
exist would it be worth my while to add the functionality?
