I think so, and I think the default language environment should be
something formal.  I'm not familiar enough with the code to know
what The Right Thing is.  I do know that I want a language environment
where I can visit any file in the XEmacs distribution and have it
rendered properly.  So maybe the default should be called
`xemacs-maintainers' language environment?
