I can confirm your observations! efs slows down xemacs startup by a
factor of 2-3.

When I commnent out references to efs in site-start.el and
sample.emacs I DO NOT get any messages of the form:

(1) (security/warning) Can't determine how to read passwords, winging
it.

Instead, everything is fine.

Here are my observations:

I have a large site-start.elc which loads ../etc/sample.emacs.elc. My
.emacs.elc is tiny, which loads .xemacs-options.elc
