Yes, that was indeed part of the problem.  The other part was
that the original choice to use CVS seemed to apply to all future
file registrations.  I tried registering /tmp/foo for instance in
the same XEmacs session and CVS use was attempted again.  In
another session that had not been infected, RCS was used.
