Do you have Canna installed on your system? I would assume that these files
are part of Canna, not of XEmacs. Earlier betas worked for me with
--with-canna --site-includes="/local/japanese/canna/include" 
--site-libraries="/local/japanese/canna/lib".

I think I got Canna from ftp.x.org, it was called something like
Canna32.tar.gz
