This doesn't follow.  If I don't have the SGML to whatever converter,
I'm in the same situation as you without TeX or LaTeX.  

If this is such a great concern, the only truly portable system that
doesn't require ANY extra software is straight pure ASCII text.  No,
SGML, no TeX, no LaTeX, no texinfo---pure ASCII.

Bottom line: unless you want pure ASCII text, you're going to need
some extra software to produce printable documents.  Unless someone
has an SGML/TeX/LaTeX/ converter in elisp that can produce printed
output.
