Subject: --with-x=no broken?

Some things with --with-x=no seem seriously broken. E.g. w3 does not
work at all. I find all of this quite disconcerting beause, believe
it or not, there are people who really want to use XEmacs without X.

This is especially the case on Linux consoles, where tty work can be
very pleasant, and such people want to make their XEmacs smaller and
faster by defining --with-x=no.

I'll try to catch some of those things, and let you know about the
problems. I believe some of these may be serious enough to postpone
the release.
