It is meant to make lazy-lock obsolete. I want it to be a drop in
replacement for the old lazy-lock that is interface compatible to the
FSF emacs lazy loc v2.

P.S. Can anybody with FSF Emacs 20.1 check whether much happened with
the lazy-lock.el and font-lock.el there. Was there any C support
added?
