Brought over tarball only, did a `make beta'.  Everything built fine,
but when I started up `xemacs -q, while the load-path and package-path
variables were set correctly, none of the packages had their autoloads
dumped or loaded.

The only thing that I could imagine that could explain this is that the
directory `~/.xemacs' did not exist when I built, but was first on the
package-path.

If I load `package-path'/lisp/*/auto-autoload.elc by hand, everything
runs fine.  However, this is not an optimal solution.
