/etc/* is awfull. Any GNU packages should by default restrain themselves
completely to /usr/local. May I suggest /usr/local/lib/xemacs/packages
(or even /usr/local/share/xemacs/packages since FSF emacs goes that
route now).

If I may make a suggestion again is to make absolutely sure it is
compatible with the code apparently to be included with the new
texinfo to auotmatically maintain dir files.
