Probably only when built --with-workshop.
It's historical - some prehistoric Sun Usability person likely
suggested these changes:

- pending delete defaults to on
- bar cursor defaults to 2 pixels
- do some tooltalk stuff...

I haven't added to this list during my tenure, but I might in the next
Sun release, which will have delete and backspace working as
GOD... (err...GDF) intended them to.
