These customers are wrong, of course.  I do not see their existence as
a good argument against shipping Perl (or XEmacs) with an operating
system.

I don't know exactly what you mean by "recently developed," but there
certainly /are/ Unixes shipped with various GNU utilities.  GNU Emacs
is shipped with Digital Unix (as optional software, but still...), and 
so is gzip.  SGI Irix has shipped GNU diff for a long time.  XEmacs is 
shipped with SPARCWorks (as you are in a position to know.)
