CAC - Connection Admission Control

Actions performed by the network to enforce network admission
policies. These actions may be performed during call setup or
during call re-negotiation and determine whether or not to grant
a Virtual Channel Connection or Virtual Path Connection to a user.
Information from the Traffic Contract (see "Traffic Contract") is
used to make this determination.
