Totally re-write the scanlogs stuff to do the grunt of the work in a fast
perl script instead of multiple sh passes based on large numbers of pipes.
On most machines this will produce a drastic speed improvement. A few
more oddities are reported, as well as a totally new section to summarise
traffic from sites that are path aliased out.

scanlogs-backend.pl replaces tally.unwanted as well, since it parses the
same file (${MOST_LOGS}/news) to get its data. There may be a file locking
issue which I just broke (the old scanlogs had tally.unwanted inside a
section where inn was paused).

config/Makefile & config/files.list: Set up scanlogs-backend.pl for use
    with subst.
