If we could establish clearly that, say, 80% of the people who
voted Shrapnel for Best Use of the Medium were explicitly violating
the definition, is that really a status quo the gatekeeper would
appreciate?

I haven't seen this issue discussed here in the last, say,
year and a half, so I take it your conclusion is based on
either very old rgif material or via some alternate IF
community, e.g. ifMUD?
