I don't think that simply being stumped by a puzzle is any indication of a
good puzzle - it must also prompt a "Why didn't *I* think of that" reaction
when somebody else in your playgroup finds the solution.

Honourable Mentions:     The Glass Maze
                         The Universal Appliance
                         The alternate solutions using wishes in Wishbringer

Worst:                   That stupid Peggleboz game

Dishonourable Mentions:  The Cyclops in mainframe Zork (it can be solved
                           a "wrong" way, with no indication that there
                           might be a better solution.  Without using the
                           "right" solution you don't get all the points,
                           so you can't get into the endgame).
                         The diamond in Zork II  (Baseball? What's that?)
                         The Plover Room
                         Big mazes (especially those in RTZ)
