A new manual for Hugo is (I claim) in the works, but it's been sort of kick
unceremoniously out of the way by more pressing work.  For the most part,
the v2.5 manual should provide you with everything you need to know, as
little has changed (syntactically) about the language.

As far as dynamic object creation goes, what exactly are you looking to do?
Hugo doesn't support arbitrary creation of "objects" in a programmatic sense
(which is part of the reason it can predictably run a game on low-memory
devices, of course).
