On the Windows platform, version 4.08 was the last
version for which Netscape released Navigator, the
browser-only application, rather than Communicator,
the web-news-email application which has a slightly
less efficient web interface due to the extra
functionality.

However, as Stephen notes, turning off the dysfunctional
CSS support in NS 4.08 is enough to allow the page to
render in a perfectly functional manner.
