Many authors do.  Unfortunately, the booksellers rather like it, for obvious
reasons, and if a publisher stops doing it the booksellers may stop carrying
as many of their books.  I think the first publishing house to implement
this system started it in the 50s or 60s (I'd have to see if I've saved that
conversation), and the others found they had to follow suit otherwise
bookstores would be full of their competitors' books.  Now, of course, many
people regret it, precisely because it seriously eats into profit.
