Infocom used "wait until <time>" in most (if not all) of their detective games.

Try looking at Volker Lanz's NPC_Engine (available at gmd.de), as it
incorporates a separate module written by Andrew Clover and others
called NPC_Wait, which should give you a good idea how it all works.
