For what it's worth, it probably breaks in any browser with
non-default font sizes, since frame sizes, like everything else
in HTML, are specified in pixels, not character units.

In general, browsers should never honor non-resizable non-scrollable
specification for frames; this is a constant source of trouble
for me.

I'll stay out of the javascript debate.
