In support of your belief, didn't r.a.i-f (and presumably the IF scene
in general) take off with the release of Inform and with the freewaring
of Tads?  I wasn't around then, but I did used to read r.a.i-f a long
time ago (1989-ish maybe?) and it was almost entirely nonproductive--
all talk and no development--enough so that I gave up on it and missed
out for a while when it did finally start up.
