The new documentation came out simultaneously with the new libraries.  
They're available in the inform/manuals directory, in tex format and its 
dvi and ps derivatives, I think.  From that you can get a pretty gruesome
text file with dvi2tty, but someone out there is already working on 
prettifying that.  The new manual is over 200 pages!
