OS2_54.ZIP is in incoming/if-archive

Only changes necessary to port:

   Replace #define UNIX in header.h with #define OS2
   Create dummy files kernel.h and h.version to satisfy makemake

By the way, the *.PS files printed correctly here on 8.5" by 11" paper
(the U.S. standard).

P.S.  We have the firewall from Hell here.  Can someone (just one)
please post a followup to this, so I'll know it made it beyond our
server?  Don't try to EMail me -- I _know_ that's unreliable.
