What is wrong with the gcc included in the USR tarball, and why does compiling
2.7.2 under Minix-vmd 1.7.0 fail?

Yes, that seems about it. Except that it is not '2.0' but it is 'current',
which means that you don't know what you get. And it might be easier to
ask for some gcc binaries rather than trying to compile it yourself.
