One place to try is <http://cesdis.gsfc.nasa.gov/linux/linux.html>, which is
Donald Becker's NE2000 NIC page for Linux. He has several utilities for all
sorts of cards besides NE2K, all in plain C source, that can diagnose and reset
most kinds of NICs. I have an ISA jumper-less Eagle Technologies NIC with a
label reading "Novell NE2000T plus" (Eagle Tech is Novell's old NIC division)
that Becker's NE2K util reset to more reasonable settings. I have never tried
to compile these utils under Minix, I'm pretty sure that they'd require some
porting work first. But they compile and work fine under Linux and FreeBSD.
